In contrast, the outer perimeter will allow individuals to carry firearms, although this will be scrutinized by law enforcement officials to ensure that it does not pose any security threats. Milwaukee Police Department Chief Jeffrey Norman, who is overseeing security in the outer perimeter, clarified that the allowance of guns in the outer perimeter will not change due to state law. “Our state law allows for the particular right to carry a firearm,” he explained. “We have to respect the Second Amendment right to carry a firearm, especially in regards to open carry or carry concealed with your license.”
